suggests the mortgage stress test is leading more people to look to the alternative lending market to get financing for their homes.<\/span><\/span><\/span><\/p>\n<p><span style=\"font-weight: 400;\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">The report confirms what some in the industry, including North East Mortgages president Terry Kilakos, have been reporting for months, most recently in an <\/span><\/span><\/span><a href=\"\/?p=38256\"><span style=\"font-weight: 400;\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">interview with Montreal&#8217;s Global News<\/span><\/span><\/span><\/a><span style=\"font-weight: 400;\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\"> and in a <\/span><\/span><\/span><a href=\"http:\/\/www.thesuburban.com\/opinion\/op_ed\/why-home-ownership-is-more-out-of-reach-under-trudeau\/article_6de9ede2-1cb1-5563-ba05-28dd0344f1c0.html\"><span style=\"font-weight: 400;\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">commentary pieced published in The Suburban newspaper<\/span><\/span><\/span><\/a><span style=\"font-weight: 400;\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\"> .<\/span><\/span><\/span><\/p>\n<p><span style=\"font-weight: 400;\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Benjamin Tal, CIBC&#8217;s deputy chief economist for world markets, <\/span><\/span><\/span><a href=\"https:\/\/business.financialpost.com\/news\/fp-street\/mortgage-stress-test-is-helping-fuel-alternative-lending-boom-cibc-economist-warns%20%20\"><span style=\"font-weight: 400;\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">told the Financial Post<\/span><\/span><\/span><\/a><span style=\"font-weight: 400;\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\"> the percentage of real estate transactions done through alternative lenders is now up to 12%, an increase of 2 percentage points from 10%. <\/span><span style=\"vertical-align: inherit;\">In Toronto the number of transactions using alternative lenders is 15%.<\/span><\/span><\/span><\/p>\n<p><span style=\"font-weight: 400;\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Tal said one of the reasons for the increase is the stress test imposed by the government.<\/span><\/span><\/span><\/p>\n<p><span style=\"font-weight: 400;\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">\u201cBehind the scenes, there is a transfer of risk from the regulated to the less regulated segment of the market \u2014 from where there is light to where it&#8217;s dark. <\/span><span style=\"vertical-align: inherit;\">That was certainly not the intent of B-20, and any other mortgage-related change to regulations, \u201dhe told the FP.<\/span><\/span><\/span><\/p>\n<p><span style=\"font-weight: 400;\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Tal said the stress test was a way for the government to \u201csave some Canadian borrowers from themselves\u201d when interest rates were lower. <\/span><span style=\"vertical-align: inherit;\">The test makes sure borrowers can handle a rate increase of 2 percentage points \u2014 or 200 basis points \u2014 to the rate they have signed on for. <\/span><span style=\"vertical-align: inherit;\">It was introduced in large part to cool off the housing markets in the overheated markets of Toronto and Vancouver.<\/span><\/span><\/span><\/p>\n<p><span style=\"font-weight: 400;\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Tal told the FP the government should consider adjusting the number now that there&#8217;s been an increase in rates.<\/span><\/span><\/span><\/p>\n<p><span style=\"font-weight: 400;\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">\u201cBut is 200 basis points the right number?\u201d <\/span><span style=\"vertical-align: inherit;\">he asked. <\/span><span style=\"vertical-align: inherit;\">\u201cAt the end of the day, there is no real science behind that number.\u201d<\/span><\/span><\/span><\/p>\n<p><span style=\"font-weight: 400;\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">The economist also said the stress test doesn&#8217;t take into account that over the life of a mortgage, a borrower&#8217;s income is likely to increase. <\/span><span style=\"vertical-align: inherit;\">The stress test doesn&#8217;t take the decreased risk that comes along with a lower term, he said to the
